    Just wondering if to cast strain of the tide (even though it is a 0 cost mugic anyway) do you still need atleast one mugic counter?

    No, because the cost to play the Mugic is still 0MC. The only criteria that needs to be met is casting the Mugic from an OverWorld Creature you control, or at least a Creature capable of casting OverWorld Mugic.
