ruling on Najarin HMOTL

Hi everyone,
I'm new to the forum, but have been playing Chaotic for a while.  I had a question regarding Najarin High Muge of the Lake.  Does his ability mean that he can only reduce mugic cost to a minimum of one which would make mugic like song of resurgence still cost one, or does it reduce it by one period giving the potential for limitless recurring rescue?

Song of Resurgence would still cost one. But Refrain of Denial reduced to one. If you're running Mugic that costs two, Najarin HM is essentially a 4 mugic counter caster.
