Is there a possibility in the Chaotic game to have fractions of a discipline or energy or numbers other than what appears on the stat tracker (i.e. 1-4 and 6-9)? I never played the game enough to test it, but I was talking to an old friend who played it casually, and wondered it.

There is a 20 stat range on any Creature's CPWS and a 1510 range on Energy. Everything is a multiple of 5 meaning there are 5 possibilities for CPWS and 3 for Energy.
So no, having a creature with 53 Energy is not possible

Energy ranges by 10*, and not there is no card that comes with a number that is not a multiple of 5, and there is no card that will change stats by any number that is a not a multiple of 5.

Woop. You're right. I was typing too many 5's in the post. I fixed it.
