by Would it be possible for Savitsa to pop his ability in such a manner that he still gets Ikkatosh's energy boost? Or does Ikkatosh's ability come before it no matter what?

ikkatoshes ability is what's know as an intervening IF clause meaning that it requires not just a time but a certain thing to also be true
example at the beginning of combat (time) IF your engaged creature has no elements (additional requirement) then it gains 20 energy (effect)
in order for the effect to trigger at all the additional requirement has to be true at the time. so since savista can't expend before the beginning of combat so the ability doesn't even go on the burst. even if savista then expends it's too late.
it should also be noted that the additional requirement must ALSO be true when the ability resolves so if you somehow gain an element in between the time when it triggers and when it resolves you also won't gain the 20 energy.
